Can someone explain exactly what the merchant means by the below? Thanks. Kind of a NOOB question I'm sure, but hey, I'm a NOOB...

He's talking about PPC (pay-per-click)advertising, such as Google AdWords, where you bid for popular search terms, and your text ad is displayed as a sponsored link at the top right of the search results. Every time someone clicks on your ad, you pay Google whatever you bid for that keyword or search term.
This merchant is saying you can't use PPC ads to send customers directly to his merchant website.
(Some merchants allow this and others don't.)
You can use PPC to send people to your own affiliate website, then they can click through to the merchant (and set your cookie) if they want to.

To me this means that the merchant does not allow you to buy keywords and point the clicks directly to their website. However, you are allowed to buy keywords and point traffic to land on your own site. At least that is how I would interpret it.
