Offer a quality service that customers find useful and your pagerank will increase as word of mouth spreads. You really just need some strong links from related sites. PageRank is best reflected in your search engine traffic. Ignore what you see in the Google toolbar as that really has no impact on your traffic. It's more of an indicator of your potential traffic. And by "potential" I mean a high PageRank doesn't necessarily mean you're getting good traffic from Google.

I agree with all but the first line of the above.
What's wrong with the first line is, before people can talk about a site, they have to FIND it!

So, if you want more links to a new site, I suggest actively looking for them, rather than hoping word-of-mouth will spring up on its own.

I have seen some one buy a link from a high PR site. Is that a good idea?

I know that high PR does not mean high traffic, but 1 is much better than 0. Is that right?

Depends on if Google knows they're sellin'

In light of your next question, below: I wouldn't bother buying links just to get to PR1! You can snag a link from practically any old piece of junk site, *free,* and get more than a PR1 out of it...

I know that high PR does not mean high traffic, but 1 is much better than 0. Is that right?
A PR1 probably isn't going to help your SERP ranks unless the category has no competition in it.

PR0s can be misleading because quite a few things can cause that.
The back pages of forums (the actual threads) are often PR0, yet they can rank quite well in some categories. Those pages are probably PR0 because G hasn't gotten around to assigning them a PR yet (on an active forum, content changes so fast that the toolbar can't keep up), or maybe they just don't show PR for such pages in the toolbar.

A fairly new site may show PR0 for months, even though Google's internal algo has actually assigned one.

On the other hand, sometimes PR0 is a penalty...
