Not from NYC myself but since you are you should have a good feel if it's good or not, don't even know what you want to advertise.

Don't know about NYC, but Karl from PhillyBurbs seemed to be pleased with their billboards in Philly...

The thread's a bit old, but here's where he was announcing that campaign:

I could see how local advertising could be fantastic for sites specific to the locality (like PhillyBurbs in Philly!), but they're far less effective for general sites.

I would rather be advertised near Bryant Park where they have free wi fi and people can go to your site right then and there. No one remembers a web addy that they see on a billboard.

Looks solid but a bit too trad for me.

I'd like to get a monthly rate for my domain name embroidered on The Naked Cowboy's underpants.

Billboard ads are more for branding than for a building (excuse the pun) campaign. A single ad even the size of a building will return zippo for any unknown, non-established brand within the MSA, yeah, you might get some eyeball traffic but that's about it --- so your ROI will be just about non-existent.

If the domain name itself clearly indicates exactly what is available on the site, and said item is in demand, and the domain name is VERY easy to remember, a name-only eyeball campaign can work.

I have the pillowcase full of money to prove it.
