If you're only getting 1 click per 200 impressions, the problem is probably the keywords rather than the ad copy.

I concur with MC. Refine the keywords. Think hard about the match type you're using. Develop some negative keywords. Specificity is the goal. Ditch the shotgun and get a rifle with scope.

Develop 20 ads and let AdWords auto-optimize their delivery. Wait a few hundred clicks and delete the bad ones and continue to add good ones. Rinse. Lather. Repeat.

    Grove,

A rough paraphrase of your ad...read with candor, sarcazim and a lick off the salt block

    Generic product category
lead in question with no point
    minor savings

Using your words more or less with some of the input here

    my keywords on this are

    dog teeth
    puppy teeth
    canine teeth
    dog gums
    canine dental care
    dog dental care
    dog healthy teeth
    dog oral health

    are those too general?

They are too few - develop more variations. I make myself a matrix and then combine the words. For example:

    white dog gum
    whiter dogs gums
    healthier canine tooth
    healthy puppy teeth
    clean
    cleaner

Mix just these terms up... and you've got 96 keywords. Add in a few more variations (like "dental care" aspect and it's variations) and your list grows quickly.

Some are too broad without appropriate negative keywords. For instance, human's have teeth you can refer to as "canine". You should develop a long list of negative keywords that will prevent your ad from showing in these situations. For this instance, just from the thought of the human version of a canine tooth, I'd suggest the following negative keywords:
    human
    adult
    baby
    dentist
    dentistry
vet (you don't want people looking for a vet)
    veterinarian
    vet
    pull
    extract
    filling
    cavity
    bite
    surgery
    aspca

I spent 2 mins on the above. You should spend at least an hour, if not 2. And you should continue to build the lists, both positive and negative keywords, as time passes by observing your server logs for things that are undesirable.

Most people skip the negative keywords - this is a mistake.

    About your ad:
    Dog Dental Care Products
How to get your dogs teeth and gums
healthy and feeling great! 20% off

The word "products" is a waste of space.
Think more about capitalization - go see your competitors ads and pay attention to which ones stand out.
Try to write an ad for small groups of keywords (means lots of ad groups) so that the keywords themselves are in the ad. If someone searches for "healthier dog gums for my poodle" and triggers your keyword of "healthier dog gums" you'd want your ad, for instance, to say something like:

    Healthier Dog Gums
Safe, Cheap Way to Healthier Gums!
Healthier is Happier. 20% Off Today

    Char count is 18 / 34 / 35

Because of the use of the keyword terms in the ad and how they match what was searched for, your ad would contain lots of bold - as foolows:

    Healthier Dog Gums
Safe, Cheap Way to Healthier Gums!
Healthier is Happier. 20% Off Today
