When I updated DeluxeBanners I used 301 redirects in my .htaccess file so the pages didn't lose PR.
Stats still show that a very high percentages of redirects are being used.
It's been there for 2 months and through G's latest PR update.
When is it safe to remove the 301 from the .htaccess file?

I would gauge that decision by my own research and that the new URL's have been indexed and natural traffic is going to the new URL's from the search engines.
If you know that you still have old links pointing to the changed URL's (as you indicate by the redirect traffic still being high) .... leave them in place until you see the new URL address traffic as being close to 100% as you like.
