Cj and Tracking in TOS

When is tracking too much tracking?
I was re-reading through the CJ TOS when I came accross this:
(d) Personally Identifiable Information of Visitors. You represent and warrant that You will not enable the Tracking Code to collect personally identifiable information of Visitors that would allow CJ to personally identify Visitors.
I'm still a newbie here. As such, I'm not quite sure how much info I'm supposed to be collecting about the customers who come to my site. Afterall, isn't it just plain good common sense marketing to gather as much info on qualified leads as possible? I dunno.
