Does anyone read Japanese - Do you know what this means?

I can read a very LITTLE bit of Japanese, mainly Hiragana and Katakana [what they learn in 1st grade over there] but not Kanji. (I took Japanese 1 a few years back...) But I can tell you one thing for sure:
What I'm seeing on my screen is NOT Japanese, but the attempt of a computer to render Japanese characters. Therefore, what I'm seeing is just a bunch of gobbledygook that doesn't qualify as ANY language...
Strange, I can see Russian characters fine on here (Cyrillic?) but not that once-Japanese. Try a screenshot...
