    Were they an actual merchant at one time and didn't make it? So this is whats left of the site? Who knows...

    Here is a plausible scenario. May not necessarily be what happened here, but it could happen and probably does.

    Merchant sets up program on Shareasale.

    Merchant neglects or forgets program.

    Merchant realizes that so long as deposit is not depleted, traffic is free. Deposit does not get depleted unless sales get reported.

    Shareasale really needs to start doing "compliance tests" to "test compliance". There are far too many listed programs that are either out of business, forgot to add tracking pixels to their site, forgot that they have an affiliate program, decided not to have an affiliate program any more and removed tracking pixels without notice, or realized that they can get free traffic by not using the tracking pixels.

    I'll bet that there are no fewer than 100 Shareasale-listed merchants who are getting a free ride, whether by hook or by crook.

    ...or *are* actually an affiliate site with maybe a white label deal for drop-shipping, and also have the site full of their own SAS affiliate links to "other" merchants. Nice way to pull in traffic from other affiliates and either sell some by drop-shipping, or send the free traffic off through their own links carrying their ID.

    Oh yeah, also they can sell banner ad space for a healthy flat fee per month, which gives the advertiser a nice backlink for the engines - and they can offer a lot of impressions because they're pulling in traffic from unsuspecting affiliates who didn't bother to look around the site.

    Add in some Adsense and they've got a sweet deal going for themselves, don't they?. Look at the site and do the math.

    Some are accidental, like if they closed down and just left it sitting, others are very deliberately planned and have a lucrative business plan to boot.
