Been there, done that, looking to buy traffic out of the main SEs. It's not something we can recommend.
FindWhat was a dirty player with a steady relationship with Whenu and other adware purveyors. Around 2002/03, they even had an Affiliate program at CJ.

    My personal experience:

I have used Miva (previously FindWhat) for several years, for campaigns related to 5 different sites.

Early on, results seemd OK, but as my reporting and analytics get better, I began to see a very low conversion rate, and consequently a high ad cost per conversion. This seems to be true on most, if not all of the smaller search engines. Traffic is OK, (sometimes mysteriously high) and keyword costs are low, but the quality is just not there.

    I would not recommend them.

if first tier PPC can be suspect, how suspect IS 2nd tier? Has anyone had much luck outside of the big 3?

Even in the bug 3 I saw one that had up to 20% questionable traffic
