Just a few questions on merchants who have 2nd tier programs...how exactly do we refer affiliates under us? Do they have to be new to SAS or just new to that particular program? Just wondering how it all tracks and works.

I think it works the same way any regular sale would work. A cookie is recorded to the visitor's computer, and if he/she signs up with the merchant that has a 2-tier program, you get your sign-up bounty (if any is offered) and then the % off the sales he/she sends to the merchant.
Since it is the merchant that decides whether to have that 2nd tier or not, it for joining that merchant (not SaS) that you get your bounty for.
