    What is the going rate?
A media buyer wants to know how much it would cost to send an ad to my subscriber list of 21,000 subscribers.

Dose anyone know what the average cost would be?

    depends on your list
    1) do you have demographics
    2) are you able to target XYZ customer as opposed to ABC
    3) what are you promotion?
    4) how did you acquire the list?
    5) how clean is your list? opt in, double opt in?
    6) is your server whitelisted?
    7) stand alone email or with other offers?
    8) what is your company's perceived reputation? i.e if you are representing NYC Tourism center- you can sell it for CPM of maybe $20-30, if you are nobody, you might fetch a few dollars CPM
    9) Do you scrub your list?
    10) etc

    It all Depends..

Never heard of $100+ CPM unless you have some super duper list.
Norm, $20 is very high already and it would be hard for an adv to recover it in terms of ROI or BEP

If you can sell them on how valuable it is...you can set the value. $250? $500?

Dependig on how savvy the person is or how well does he know the internet.
$200 is doable. $500 is a bit too far out cos you are loooking at $23 CPM,unless you can justify it. Just tell them XX flat rate and sell the "value" of the list.

CPM rates greatly favor the publisher by a mile.

you could also package it with a couple of other promos and make it seem like a value package deal
