I have an opportunity, but not sure how track.

recently an opportunity has arisen for me.
I have a direct contact with a large affiliate and a rather large merchant.
The merchant does not want direct relationships with affiliates and the large affiliate is sick of get ripped off by the affiliate networks.
Hence the opportunity for is to manage this relationship for a far lower cut than the network and this guy gets paid more...and of course I make something too.
The thing is I'm not sure of the best way to create a tracking system.
The business is market research - surveys to be exact. I have been looking at an off the shelf script - Post Affiliate Pro...but not clear if it can do the job or not.
Can anyone advise a way forward for an independant tracking system all parties would trust.. other than a network really would appreciate any insight or advice on this!!

Ideally, all software tracks at 100%, it's the operator that is the biggest question of trust. That said, idev or groundbreak are both cheap and sufficient for your needs.Continued Success,
