We can put him in jail and sentence him to manually weed through all the spam sent to the county or city that incarcerates him.

Great, but like the many-headed Hydra these people just continue to sprout up even when a few are prosecuted. I don't think laws have any chance of winning this war. It has to be won with technology, if it's even possible. And not this current client-side crap either. Something that actually stops the stuff cold at the SMTP server level.
Actually that old proposed concept of introducing a small price for sending of emails (like a fraction of a cent per recipient email address sent to) is starting to sound better and better.
Yeah, yeah, I'll get a lot of dissent for saying that. But at this point we should not take anything off the table in figuring out how to combat this scourge. Email is rapidly becoming (some would argue it already is) a useless means of communication because of the proliferation of spam.
