CJ, Befree, Linkshare, and other networks are reporting sites. They accept your application based on the information you provide them. After that you can apply to individual merchants. The merchants then either accept or reject you.
So why are we focusing on the networks? It is great that they have adopted the Code of Conduct, but it does nothing for us.
It Is Up To The Merchants.
Many affilliate agreements state that you cannot offer rebates or incentives on your site. So why are they featured on Ebates?
And why are many of the Merchants that post here listed at Ebates?
I have questions, do you have answers?

The Agreements posted on Mechant Sites or in Affiliate Networks are very General, because they don't want to employ an attorney who is working out personalized Agreements with every single affiliate. That Agreement does not imply, that the Merchant is not allowed to cut special deals with certain affiliates directly and render the generic agreement invalid.
