On the pages of my site that packed with links, I want to start offering other web masters the opportunity to have their links posted at the top of the page.

The question is what is fair rate? I'd rather charge a flat rate as opposed to a keyword billing or pay per click plan. I read recently in DM News that banner rates were going for a little under $18 per thous, but what about sponsored link?

    Any insight would be appreciated.

Paying for Impressions? You are not serious.
It's an old business model and not working well nowadays.

Let's put it this way, if you get the CTR over 1% good, but unlikely.
    1000 Impressions = 10 Clicks, $18 per 1000 Impressions = $1.80 per click.. nay.

Go with PPC if they do not have an affiliate program. Be cheaper than Google (5 cents) and overture (10 cents).

3 cents per click sounds fair and some webmasters would give it a shot.
Track the CTR and increase the fee per click, if the CTR is higher that 1%.

Let me ask then, is there cheap, or preferrably free software, to measure pay per click response rates?

I have no way of monitoring that right now and don't want to spend a tremendous time fussing with it.

I'd still like to hear if anybody has an idea what per impression rates are going for regarding text links.

Just because its an older business model, doesn't mean its not profitable.

If you can run PHP, you can use phpAdsNew to manage the impressions, click-throughs. I don't think it's capable of doing a pure CPC thing like google yet, but who knows, I haven't looked at it recently.
