Came across this site called i-web-marketing.com that offers 30k visitors to your site for $89. They say they guarantee the traffic and send the visitors to your site from desktop media that is bundled with free software offers.

Does anyone know if that's like Gator or similar system?

Anyone selling guaranteed traffic to your web site is a con job. More Traffic is the #1 hot button for web site owners seeking the holy grail of web success. Therefore every scumbag seeking to con you got of money throws up some great sounding Traffic generation spin for the cost of a cheap domain.

Definitely agree, not only is the traffic parasitic,these types of visitors (page-view traffic) is obnoxious and annoying to the user, they probably don't realize it's installed on their 'desktop' either. They possible could get mad at YOU for popping up annoyingly and cause you unneeded grief.
