Oh my god! I was laughing so hard the puppy came running to see what was up!

My take on this is the dog was trapped between two powerful instincts, 1) scratching what itches, 2) defending food from an interloper (i.e., his/her own foot).

Didn't look like an Irish Setter to me but looks can be deceiving.
