According to the Austin American Statesman:

"Gov. Rick Perry has vetoed legislation that was aimed at tightening the state’s rules on when online retailers must collect sales taxes on Texas transactions, the bill’s author said this morning. Perry had earlier criticized Comptroller Susan Combs for moving to collect $269 million from Amazon.com for uncollected sales taxes....''

Great news for Texas affiliates. I don't have a lot of faith in Jerry Brown to do the same here.

Don't know Texas' specific rule, but the general rule among states is a 2/3 vote in both house of the state legislature.

Otto is trying to close the loophole Amazon was using when it operated a Texas shipping center via a subsidiary. Amazon publicly called this subsidiary an "affiliate" of theirs. This has caused great confusion in the press, who lumped shipping centers in with the Amazon Associates program when reporting on the issue.

Otto also had a strange section in his original bill that went after sales tax from businesses that had servers in Texas and sold digital goods. e.g. downloadable music, movies, games, etc. Not sure if this portion of the bill has survived.

To be honest, I stopped tracking this closely when I realized Otto's bill didn't include the standard "Affiliate Nexus" language.

Do believe that was removed...

Just checked, yes it was removed. BTW, the blog post you referenced pre-dates the Otto bill. The time line was:

"Comptroller Scares Everyone with Servers in Texas"
"Comptroller backs away from issue, after the scope of companies affected is realized"
"Otto introduces bill, HB-2403 that tries to clarify original comptroller statement on Texas servers"
"Server/electronic sales portion of bill is removed while in the house committee"
"Revised Bill Passes Senate"
"Governor Vetos HB-2403"

I tried to find the modified Otto language in SB-1 and HB-1, but could not locate it. Those bills are absolutely huge.
